The 2R + T Comfort Formula
The formula "2 Γ Rise + Tread = 24-25 inches" has been used for centuries to design comfortable stairs. It's based on the average human stride length. If your calculated value is below 24", the stairs will feel too steep and cramped. Above 25", users will feel like they're taking unnaturally large steps. The standard 7"Γ11" dimensions give 2(7)+11 = 25", right at the comfortable maximum.
Ready-Mix vs. Bagged Concrete
For projects under 1 cubic yard (about 27 cubic feet), bagged concrete is usually more practical and economical.
